When the wind blows from east, it drags the sand to form a dune at the end of the beach. That's where we'll end up if we have any problem with our kite and we aren't able to fly it again, and that's why it's a beach eminently for eastern winds.
Western winds are usually gusty because they pass over Punta Paloma, so it's best to approach Tarifa town when the wind comes from the west. Eastern wind also comes bit gusty near the shore because of the mountains, but much better far from the shore (beginners watch out!).
But if you are lucky to match southeast wind, you can't ask for more: constant wind parallel to the shore and flat water.
There are two parking lots you can access: Exit 74km. "Punta Paloma", or 75'800 km. "Valdevaqueros".
